Workplace safety is paramount in any industry, but effectively managing the risks associated with emergencies, particularly fires, requires adherence to strict guidelines set by Australian Workplace Health and Safety (WHS) regulations. This includes the proper implementation of evacuation diagrams and comprehensive fire training programs.

What many businesses may not realise is that evacuation diagrams are legally required and must adhere to a strict set of guidelines in order to be compliant. Beyond compliance, they are a key tool when it comes to a real-life emergency situation. In this guide, we will explore the dual focus on compliance and practical application necessary to not only meet Australian standards but also to create a safer, more responsive working environment.

Understanding the Requirements for Evacuation Diagrams

Does my business or workplace need to have evacuation diagrams?

Australian Standard AS 3745-2010 mandates that all facilities must have evacuation diagrams that are easily accessible and visible to all occupants. These diagrams are critical in guiding both regular occupants and visitors during an emergency evacuation, ensuring everyone knows the fastest and safest way to exit the facility.

Who Needs Evacuation Diagrams:

In short, every business! The AS 3745-2010 states that evacuation diagrams are required for all facilities outside that of a place of residence. So that encompasses every workplace, including:

  • Workplaces: All workplaces in Australia are required to have evacuation diagrams. This includes offices, retail stores, factories, and any other places where work is conducted.
  • Educational Institutions: Schools, universities, and other educational facilities.
  • Public Buildings and Facilities: This includes places like museums, libraries, theatres, and cinemas, where the public gathers in significant numbers.
  • Healthcare Facilities: Hospitals, clinics, nursing homes, and other healthcare establishments.
  • Residential Buildings: High-occupancy residential buildings, particularly those that fall under classes 2 and 3 (e.g., apartment buildings, residential parts of hotels or motels) that are taller than 25 meters or have complex layouts, are required to have evacuation diagrams.
  • Hospitality Venues: Hotels, motels, resorts, and other short-stay accommodation facilities must provide evacuation diagrams within each guest room and throughout common areas.
  • Commercial and Industrial Complexes: These include shopping centres, warehouses, manufacturing plants, and other large complexes where people work or visit.

According to AS 3745-2010, the minimum elements that must be included in each evacuation diagram are:

Floor or Area Representation: A pictorial representation of the floor or area, with a minimum size of 200 mm × 150 mm. 

1. Title: Clearly marked with the title ‘EVACUATION DIAGRAM’. 

2. Location Marker: A ‘YOU ARE HERE’ indicator showing the viewer's current location. 

3. Designated Exits: All exits must be clearly marked and coloured green. 

4. Communication Devices: If installed, include warden intercommunication points (WIPs), manual call points (MCPs), which should be red, and emergency call points (ECPs), coloured white or outlined with a black border. 

5. Fire Control Installations: Details such as hose reels, hydrants, extinguishers (with an additional appropriate colour as specified in AS/NZS 1841.1), fire blankets (all coloured red), and the fire indicator panel (FIP), if provided. 

6. Assembly Areas: Location of assembly areas, either stated in words or pictorially represented. 

7. Legend: A legend that reflects the symbols used in the diagram for easy interpretation. 

8. Validity Date: To ensure the diagram reflects the most current layout and compliance status.

These specifications ensure that evacuation diagrams are effective, understandable, and accessible in guiding occupants safely out of a facility in an emergency.

What happens if I don’t comply?

1. Legal and Financial Penalties: Businesses can face fines and legal actions if they fail to meet safety regulations, particularly if non-compliance leads to an accident.

2. Increased Liability: In the event of an emergency, lack of proper evacuation plans can result in increased liability for injuries or worse, potentially leading to costly lawsuits.

3. Compromised Safety: Without clear evacuation diagrams, the safety of all building occupants is jeopardised during emergencies, increasing the risk of harm.

5. Insurance Issues: Insurance premiums may rise, or coverage could be compromised due to non-compliance, affecting claims in the event of an incident.

How do I create a diagram for my business or facility?
