Transforming Site Safety Through Targeted WHS Auditing and Training

The Challenge

An international food manufacturer operating multiple production sites across Australia engaged Life International Training (LIT) to conduct a comprehensive WHS audit at one of its major processing facilities.

The audit identified critical compliance gaps in several high-risk areas:

No formal Traffic Management Plan (TMP) in place to separate pedestrians, vehicles, and mobile plant.

Unlicensed or unqualified operation of Gantry Cranes and Forklifts by site personnel.

No verification process to ensure operators remained competent over time.

These findings presented significant risks both operationally and legally under the Work Health and Safety Regulation 2011 (Qld), including potential breaches of high-risk work licencing requirements.

Cause for Change

The audit was initiated following the client’s positive experience with LIT’s Hazardous Chemicals Audit and Register Management Services, which had already elevated compliance standards across the business. The leadership team recognised that the same structured, practical approach could help strengthen their mechanical handling safety systems.

They sought LIT’s assistance to not only rectify immediate compliance gaps but also to build long-term safety capability and ensure future audits would demonstrate measurable improvement.

Process of Change

LIT worked collaboratively with the site’s WHS and operations teams to deliver a complete compliance and competency solution.
Key actions included:

  • Traffic Management Plan (TMP): Development of a site-specific TMP addressing vehicle and pedestrian interactions, delivery routes, exclusion zones, and visibility controls. The plan aligned with national and state legislation, as well as keeping in line with our international policies and procedures.
  • Gantry & Overhead Crane Training: Nationally Accredited training delivered onsite for all personnel operating lifting equipment, with assessments mapped to the relevant unit of competency.
  • Forklift Licensing & High Risk Work Training: Delivery of nationally accredited TLILIC0003 training and coordination of High-Risk Work Licences through SafeWork regulators.
  • Verification of Competency (VOC): Establishment of a structured VOC schedule every two years for operators of Gantry Cranes and Forklifts to maintain ongoing assurance of skill and compliance.
  • Ongoing Advisory Support: Implementation of annual TMP reviews, with LIT advisors supporting continuous improvement, signage updates, and procedural validation.

Through this end-to-end approach, the site achieved not only compliance but also operational alignment between safety systems and real-world workflows.

The Results

The outcomes of the project have been transformative:

  • A fully compliant Traffic Management Plan now governs all vehicle and pedestrian movements onsite.
  • All equipment operators are trained, licensed, and verified as competent.
  • The site has adopted LIT’s cyclical review model, ensuring compliance never lapses between audits.
  • Staff demonstrate greater safety ownership and understanding of the legislative requirements tied to their roles.

Management has since rolled out similar initiatives at other national sites, supported by LIT’s team of trainers and advisors.
